Department of Health and Human Services (DHHS) Victoria has announced that "Biruu", an independent Melbourne based consultancy firm, has been appointed to undertake the health needs survey and analysis for The Bellarine Peninsula. An assessment will be made whether the needs are being met by public, private and community health organisations and identify gaps in service provision. It is expected to take 20 weeks. As BACA, Inc. has a Community-Based Strategic Plan, it will be monitoring the Survey process, analysis, and assessments on behalf of The Bellarine Peninsula frail and old age citizens.

Three key points from the KPMG Review (66 pages):
1. Consultation and broad community participation about major strategic planning has been limited. (Page 41, 4.4.2)
2. Table 5 provides a summary of key dates and events which are referred to in the discussion. (Page 45)
3. The Review has found that BCH Board decision to exit aged care was made prior to consulting or engaging the local community and that there were initially limited communications to prepare the community for such a change.
